Takes place in the middle east, I've seen it described as "NEO ARABIAN CYBERPUNK". I'd describe it as "JODOROWSKY'S STRIDER, STARRING DIO BRANDO"
One of the main combat mechanics is 'after images', which keep on attacking in place after you move away. Strider 1 had that as a rare powerup but Cannon Dancer makes it a core mechanic. When you power up your genie pants change color.

"Clash" mechanics in weapon games (attacks hitting each other cancel each other out) are fun. This one happened in an actual tournament:
